The Health Foundation of South Africa is a non-profit company (NPC) committed to strengthening public health services through strategic collaboration with public and private stakeholders. Working closely with the Western Cape Department of Health and Wellness, the organisation plays a key role in improving healthcare service delivery across South Africa.
We are seeking an innovative and experienced Assistant Director: Health Support (Service Design) to provide strategic and technical support in the development, implementation, and evaluation of public health programmes and service delivery initiatives. The successful candidate will contribute to project development, monitoring and evaluation, stakeholder engagement, and digital transformation to strengthen healthcare services across the Western Cape.

Purpose of the Position
To provide strategic and technical support in the development, implementation, monitoring, and evaluation of public health programmes, and service delivery initiatives. The incumbent will contribute to the design of innovative health service platforms, strengthen programme performance, and support evidence-based decision-making across the health system.
Duties (Key Result Areas/Outputs)
Policy and Strategic Development
- Support the development, review, and implementation of telehealth, universal healthcare, and other strategic health projects.
- Coordinate stakeholder engagement and consultation processes to support projects development.
- Monitor and evaluate the implementation and impact of health projects and strategic initiatives.
- Contribute to the development of strategies and frameworks that strengthen health service delivery.
Monitoring and Evaluation
- Design and implement monitoring and evaluation (M&E) frameworks for health programmes and strategic projects.
- Analyse programme data and prepare quarterly reports with recommendations to improve programme performance.
- Monitor programme outcomes and identify opportunities for continuous improvement.
- Support evidence-based decision-making through effective data analysis and reporting.
Documentation and Operational Support
- Develop and maintain Standard Operating Procedures (SOPs), implementation guides, toolkits, and other operational resources.
- Ensure operational documentation is accurate, user-friendly, and aligned with programme objectives.
- Maintain a repository of lessons learnt, best practices, and programme resources.
- Support knowledge management and continuous organisational learning.
Stakeholder Engagement and Collaboration
- Facilitate collaboration between internal and external stakeholders to strengthen programme implementation.
- Coordinate and document strategic meetings, workshops, and consultation sessions.
- Build and maintain productive relationships with government departments, implementing partners, and other stakeholders.
- Support the development of innovative partnerships aligned with departmental priorities.
Digital Innovation and Process Improvement
- Support the implementation of digital tools and technologies that improve programme management and service delivery.
- Identify opportunities to streamline and automate business processes.
- Coordinate training and change management initiatives to support the adoption of new systems.
- Promote continuous improvement through innovation and digital transformation.
Competencies (Knowledge/Skills)
- Strong project development, strategic planning, and stakeholder management skills.
- Knowledge of monitoring and evaluation (M&E), data analysis, reporting, and project management.
- Excellent technical writing, report writing, and operational documentation skills.
- Strong stakeholder engagement, relationship management, and negotiation abilities.
- Proficiency in digital tools, process improvement, and facilitating training and development initiatives.
- Excellent analytical, problem-solving, communication, and interpersonal skills.
- High level of computer literacy and knowledge of relevant health legislation and policies.
Experience
- Appropriate experience in the management and coordination of public health programmes.
- Experience in project development, monitoring and evaluation, or project management.
- Experience supporting health systems strengthening initiatives.
- Experience working within the public healthcare sector will be advantageous.
- Prior exposure to public health or social measurement programmes is essential.
Minimum Educational Qualifications
- An appropriate Degree or Diploma in a Health-related field.
- Appropriate registration with a recognised South African Health Professional Council.
- A postgraduate qualification in Public Health and/or Project Management will be advantageous.
Inherent Requirements
- Valid driver’s licence.
- Willingness and ability to travel to districts and national offices.
- High level of computer literacy.
- Excellent written and verbal communication skills.
- Ability to analyse complex health system challenges and develop practical solutions.
- Ability to work effectively within a multidisciplinary team in a fast-paced environment.
Remuneration
R 487 197.00 – R 573 897.00 per annum cost to company (CTC)
Contract Duration
This is a fixed-term contract position funded through the 1 October 2026 and will terminate on 30 September 2028.
